OPACKGROUP complies with 2026 European Packaging Standard for PFAS

With the implementation of the European PPWR Regulation, requirements regarding PFAS in food contact packaging are becoming more stringent. For food producers, this means demonstrable compliance and transparent documentation. The OPACKGROUP already meets the requirements that will apply as of August 2026. PPWR

On January 22, 2025, the European Union published the final version of Regulation (EU) 2025/40 on packaging and packaging waste (PPWR). This new regulation, which entered into force on February 11, 2025, plays a central role in Europe’s transition toward a circular economy.

PFAS (per- and polyfluoroalkyl substances) are defined in this regulation as chemical substances containing at least one fully fluorinated methyl group (–CF₃) or methylene group (–CF₂–). This means that the relevant carbon atom is bonded exclusively to fluorine atoms, without hydrogen (H), chlorine (Cl), bromine (Br), or iodine (I). This specific structure makes PFAS highly persistent in the environment.

To better manage the risks associated with PFAS use, the European Chemicals Agency (ECHA) will soon publish the consolidated opinion of both the Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC). These opinions will form an important basis for further decision-making regarding potential PFAS restrictions within the European Union.

Article 5 of the regulation addresses requirements for substances in packaging, with article 5 specifically focusing on the use of PFAS in packaging. The PPWR prohibits the use of PFAS in packaging that comes into contact with food unless concentrations remain below the established limit values. Companies are required to demonstrate, through technical documentation, that their packaging complies with requirements for both heavy metals, PFAS and substances of concern. The specific documentation requirements are set out in Annex VII of the regulation.

As of August 12, 2026, the following limit values will apply to PFAS in food contact packaging:

  • 25 ppb for PFAS, as measured by targeted PFAS analysis (excluding PFAS in polymeric form from quantification)
  • 250 ppb for the sum of PFAS, measured as the total of targeted PFAS analyses, where applicable including prior degradation of precursors (excluding PFAS in polymeric form from quantification)
  • 50 ppm for PFAS (including PFAS in polymeric form)

OPACKGROUP meets the new requirements

At OPACKGROUP, external testing has been conducted on films produced using the maximum required amount of PFAS-containing processing aid. During these tests, the level of total organic fluorine (TOF) was measured. The measured values remain below 30 ppm — well under the permitted 50 ppm limit for PFAS in polymeric form.

This demonstrates that our packaging complies with the requirements of the PPWR. An full-fledged declaration confirming these test results has been prepared and is available to customers upon request.

Although OPACKGROUP currently complies with the regulation, further development towards PFAS-free alternatives remains a key priority. Replacing PFAS-containing processing aids — which are essential in certain production processes — continues to present technical challenges. In blown film production, the use of a processing aid is essential.

It is also important to recognise that mechanically recycled materials may continue to contain PFAS in the coming years, as these substances have historically been used in many applications.
